How to go through the formalities to enter Tibet?

If you plan to go to Lhasa for a visit or an investigation, please contact the Foreign Affairs Office of the People's Government of Lhasa Municipality and the Tourism Bureau of Lhasa Municipality for inquiry.

In consideration of the infrastructure, the reception ability of transportation and tourism of Lhasa, the national cultural tradition of the Tibetan nationality, the culture relics, the natural environment and so on, the government encourages the development of group travel. All the foreigners who want to tour, go to visit their relatives, study, work or do business in Lhasa need to go through the formalities for a affirmation letter.

Affirmation letter: All the tour groups from abroad need to arrange a confirmation letter through the reception unit of the travel agencies. Tibetan Tourism Bureau has set up offices in Beijing, Chengdu, Hong Kong, Kathmandu of Nepal to provide services for the tour groups.

The foreign affairs office of Tibet Autonomous Region takes the responsibility to receive the diplomats and foreign reporters and handle the affirmation letter for them.
The Economic Bureau takes the responsibility to issue the affirmation letter for foreigners who conduct commercial activities.
The United Front Work Department takes the responsibility to receive the foreign Tibet compatriots who enter Tibet to visit relatives and issue the affirmation letter for them.
